Make the rest aggressive, regional and current. Let the soundtrack become nostalgic later because people discovered it inside GTA 6. The older games were good at turning songs into memories. They did not become iconic by only replaying memories that already existed. A safe soundtrack full of universally recognized hits would be expensive wallpaper.
