i refuse to believe boobie ike is just a mission giver

boobie has real estate, a strip club, a recording studio and a whole thing going with only raw records. that is a lot of setup for a guy who hands me a mission marker twice. i want him to actually have weight in vice city. favors, doors he can open, people who act different when his name comes up. make me understand why this dude became a local legend. doesn't mean he needs 20 missions. i just don't want the empire to exist only in character-page text.
